How do business water contracts work?
Since April 2017 every non-household customer in England has been able to choose its water retailer, as businesses in Scotland have since 2008. The retailer bills you, reads the meter, handles queries and sets a retail fee; the wholesaler, the regional water company that owns the pipes and treatment works, is fixed by where your premises are and sets the wholesale charges that make up most of the bill. A business water contract is therefore an agreement with a retailer about service and the retail element, layered on wholesale charges that are the same whichever retailer you choose.
Your supply point is identified by a SPID, one for water and one for wastewater, which is the water equivalent of an MPAN. Most contracts run one to three years, some five; deemed arrangements apply if you have never chosen a retailer.
Can every business switch water retailer?
| Nation | Can you switch? | Regulator | Notes |
|---|---|---|---|
| England | Yes, all non-household customers since 1 April 2017 | Ofwat; market operator MOSL | The largest market; retail fee and billing accuracy are the negotiable parts |
| Scotland | Yes, all non-household customers since 2008 | Water Industry Commission for Scotland | Wholesaler is Scottish Water; licensed retailers compete on the retail element |
| Wales | Only premises using 50 megalitres or more a year | Ofwat | Most Welsh businesses cannot switch and are supplied by Dŵr Cymru Welsh Water or Hafren Dyfrdwy; bill validation and allowances still apply |
| Northern Ireland | No retail market | Utility Regulator | Supplied by NI Water |
If you have sites across nations, a review covers all of them but the switching option only applies to the English and Scottish sites and any large Welsh user.

What is in a business water bill?
- Water volumetric charge per cubic metre, set by the wholesaler.
- Water standing charge, by meter size.
- Wastewater (sewerage) charges, usually a percentage of water in, set by the wholesaler.
- Surface water and highway drainage, by site area or rateable value; often misapplied and the source of rebates.
- Trade effluent, if the site discharges process water under a consent.
- Retail fee, the retailer’s margin and service charge: the negotiable part.
How to read a business water bill walks through each line, and how water rates are calculated explains the wholesale side.
What can be negotiated in a business water contract?
The retail fee, the contract term, billing frequency and format, meter reading frequency, consolidated billing across sites, and added services such as leak detection or automated meter reading. Wholesale charges cannot be negotiated, but they can be wrong: incorrect meter size, surface water charged on area that drains to soakaway, a site assessed on the wrong rateable value, or a leak that qualifies for an allowance. In practice a water review often saves more through corrections and rebates than through the retail fee itself. Trade effluent and sewerage covers the charges most often misapplied.
How do you switch business water retailer?
- Find your SPIDs on the bill, one for water and one for wastewater.
- Check the current contract end date and notice period; deemed customers can switch at any time.
- Get quotes from retailers on the retail element and service terms; wholesale charges are identical.
- Sign a letter of authority if a broker is acting for you. Water letter of authority explains it.
- Transfer. The market operator processes the switch, typically within a few weeks; nothing changes at the site.
- Validate the first bill against the contract and the previous retailer’s final bill.

Business water contract questions
What is a business water contract?
An agreement with a licensed water retailer covering billing, service and the retail fee for your supply point, layered on wholesale charges set by the regional water company, which are the same whichever retailer you choose.
How long are business water contracts?
Usually one to three years, with some up to five. Businesses that have never chosen a retailer are on deemed terms and can switch at any time.
Can I switch business water in Wales?
Only if the premises use 50 megalitres or more a year. Most Welsh businesses stay with Dŵr Cymru Welsh Water or Hafren Dyfrdwy, but bill validation, leak allowances and surface water rebates still apply.
Fixed or variable business water contracts?
Water retail contracts fix the retail fee and service terms for the term; wholesale charges change each April when the regulator approves new wholesale tariffs, and every retailer passes them through. There is no equivalent of a fixed energy price for the whole bill.
Why do business water contracts matter if the wholesale charge is the same?
Because the retail fee, billing accuracy, meter reading, consolidated billing and the handling of allowances and rebates all vary by retailer, and because a review usually finds wholesale charges that have been misapplied.
How do business water tariffs work?
The wholesaler publishes tariffs each year for volumetric water, standing charges, wastewater, surface and highway drainage and trade effluent; the retailer adds its retail fee. Your bill is the wholesale tariff for your region plus the retail element you contracted for.
