Specialist water support for UK schools and education

A multi-academy trust we work with has eight schools across the South East. The water bill at one of them tripled last summer holiday. Nobody was at the school. No taps were running. Six weeks later the bill went back to normal. The cause was a meter the wholesaler had been estimating since 2019. The catch-up read finally landed in August, three years of under-billed consumption arrived in one invoice, and the trust’s monthly budget didn’t see it coming.

Education water sits on top of the same regulatory structure as any business water account, but the actual usage pattern is closer to a stadium than an office. Term-time peaks, holiday troughs, occasional summer schools and exam-period catering. Estimated reads create nasty surprises if the meter isn’t actually being read.

How we help schools and academy trusts

We start with the obvious: every site, every meter, every contract end date pulled into one view. For a multi-academy trust, this is rarely in one place. Schools were brought into the trust at different points, each carrying whatever water arrangement it had at the time. The result is usually three or four retailers across the trust, varying renewal dates and inconsistent contract terms.

From there we work through the bills. We flag estimated reads, check for catch-up risks like the one above, review the standing charge structure across sites and look at surface water drainage on playing fields and sports facilities. The retail rate matters but it’s often not the biggest line worth examining.

The holiday closedown problem and estimated reads

The most common issue we surface on education water accounts is estimated reads. A meter sits in a service room, a janitor’s cupboard, an outbuilding nobody visits. The wholesaler is meant to read it periodically. It doesn’t get read. The wholesaler estimates, the estimate runs for several quarters, and eventually a real reading produces either a refund or a catch-up bill.

The catch-up bill is the painful one. It usually arrives at the end of a long estimated period. Sometimes years. And represents accumulated under-billing. If your monthly water budget has been built around the estimated bills, the catch-up doesn’t fit.

We flag any meter that’s been on estimated reads for more than two cycles and we’ll work with the wholesaler to get actual reads taken. For sites where meters are hard to access, automatic meter reading is sometimes available and worth discussing.

Multi-meter campuses: catering, sports, science, residential

A secondary school campus often has separate meters for the main building, the catering block, the sports hall, science classrooms with their own water supply, and on boarding sites a residential meter or two. Each carries its own SPID and its own standing charge. The bills come in separately and don’t naturally align. Getting the meter list complete and consolidating bills onto a consistent cycle is usually the first useful step.

Surface water drainage on playing fields

Surface water drainage charges apply to impermeable area draining to the public sewer. Playing fields are grass. Grass drains to ground, not to sewer. The same is true of most school perimeter land.

The wholesaler usually applies a banded SWD assessment based on the property record, which can include playing field area in the impermeable category even when it isn’t. Reviewing the assessment against the actual layout can release a rebate going back up to six years under the Limitation Act 1980.

Procurement: framework vs direct

UK education procurement runs through several routes. Local authority schools often default to council framework agreements. Academy trusts can buy direct or through frameworks like LASER, ESPO or NEPO. Larger MATs sometimes run their own procurement.

Frameworks deliver convenience and compliance. They don’t always deliver best-available pricing for a specific volume profile. We’re happy to run a market check alongside whatever framework arrangement you’re in, without asking you to leave it.
